This is an excellent point: current inequities go far beyond hardware. Too often, discussions involving the "building of infrastructure" pertain only to technological infrastructure: wiring, connected computers, server capacitity. In addition to sustaining the success of federal and state networking programs, we need to give our attention to building worthwhile content and human infrastructure: both pre- and in-service teacher training, technology integration coordinated with classroom practice, rich online resources, alternative points of access -- such as computing centers and libraries -- staffed by capable individuals helping to meet community needs.

Who knows of any programs -- on federal, state, or local levels, government-sponsored or public/private partnerships -- that attempt to create meaningful experiences for all children despite exisiting economic, social and political inequality?
