The debate on the "digital divide" seems to have been framed mostly in terms of the cost of equipment. With huge federal and private programs underway to provide hardware and costs ever dropping, it is time to focus more on the "content divide". Since microcomputers first entered schools, we have seen that the way computers are used differs by the wealth of the communities served. The rich get creative, imaginative, and educationally sound uses while the poor get sold drill and practice. The problem is a combination of low expectations, inadequate teacher professional development, and lack of funds.

We have little evidence, but it is likely that these same trends apply to the use of networking. Even when all students have access to networked computers, there will be inequities in their use and educational value.
